MEETING MINUTES
April 8, 2010
Winslow Hall Conference Room
Chairman Dick Bernhard called the meeting to order at 3:42 p.m. The following members attended the meeting: Andrew Barnes, Ronald Baynes, Dick Bernhard, Marivic Bonto-Kane, Barry Croom, Garden Freeman, Ann Hartell, Trevor Little, Charley Pennell, Steve Ratzlaff, and Ed Sekmistrz.

WELCOME: Dick Bernhard welcomed the committee members and guests and asked the guests to introduce themselves.
OLD BUSINESS:
Minutes for the February 4, 2010 meeting and minutes for the March 4, 2010 meetings could not be approved since a quorum was not present.
SUBCOMMITTEE REPORTS:
CAMPUS PLANNING AND DESIGN AND RESOURCE AND CONSERVATION SUBCOMMITTEE:
Dick Bernhard asked Garden Freeman to provide the subcommittee report, Garden said that the subcommittee reviewed the JW Isenhour Tennis Outdoor Complex Expansion project and recommended it for approval. Freeman asked Andrew Pack, senior associate from Woolpert, the design firm, to provide the report. Pack showed an aerial of the existing facility and a number of renderings for the new complex.
Due to the poor condition of the existing soil, the soil will be removed. Direction of storm water run off will be corrected so that it does not flow towards the building. The water shed will not be affected. Utilities will tie into Varsity Drive. Electricity will tie into the tennis building. The building can handle the additional load.
Spectator stands will be constructed near the building and not on the north hillside so that fans will not have the sun in their eyes. Small grading change will be made on the north side, but existing trees will be saved. A place for athletes, family, and friends will be constructed on the northeast side. Shoebox lighting on 26-28 feet poles will illuminate the area.
The facility will be gated to control access and will be entirely accessible. Since the spectator stands will be grade level, no ramps will be needed. A lift will be constructed at the stands to provide access to the lower level restrooms for handicapped patrons.
The court colors will be US Open colors that are easy on the eye for players and fans alike. NC State red was initially considered but not chosen due to the red color fading to pink over the years.
The project will go out for bid this summer with projected completion in spring 2011. Construction budget is $2.2 million funded with University athletic receipts
In response to a question about bike parking, Pack said he believed it would be available.
Although a quorum was not present, the members who were present voted unanimously for approval. At the next meeting, the matter will be brought before the committee to get approval with a quorum present.
The subcommittee will consider renovations to Derr Track at their April 22 meeting.
CAMPUS PARKING & TRANSPORTATION SUBCOMMITTEE:
Dick Bernhard asked Andrew Barnes to provide the subcommittee report. Barnes said 29 projects will impact parking this summer to include two major parking decks. One will be built at West Lot and the other on Centennial Campus near the Hunt Library that is already under construction.
This fall Wolfline will add another bus for the Centennial Campus line and a Varsity Lot express bus.
A number of bike and pedestrian safety programs are either underway or planned to take place in April and May. A committee member suggested that safety seminars, which include rules of the road, will only be effective if Campus Police enforce them.
The bike rental program began March 29.
The impact of Talley Student Center renovation on parking will be discussed at the April 29 subcommittee meeting.
NEW BUSINESS
Garden Freeman told the committee about a unique contract that the university has initiated to provide more efficient lighting, water and plumbing fixtures and HVAC systems in 13 buildings on campus. Called Performance Contracting, the projects will be paid for from the 20 years of savings created by these improvements.
Since there was no other new business, the committee adjourned at 4:37 p.m.
The next meeting of the PEC is scheduled for May 6, 2010 in Winslow Hall Conference Room.
